SERVICES - Newville Water and Sewer Authority
The Newville Borough Water and Sewer Authority has been established by the Borough of Newville as a general purpose municipal authority in accordance with the Pennsylvania Municipal Authorities Act. The five members of the Authority Board are appointed by the Newville Borough Council each for a term of 5 years. Three of the board members are borough residents. One member is a resident of West Pennsboro Township and one member is a resident of North Newton Township.
The board is responsible for the operation of the water distribution and wastewater collection systems which serve all of the Newville Borough and portions of West Pennsboro and North Newton Townships. The Authority operates the Cool Spring Water Treatment Plant which was constructed in 1995 and is presently licensed to produce up to 350,000 gallons per day of water. The Newville Wastewater Treatment Plant was constructed in 1978 and is permitted to process up to 350,00 gallons of wastewater per day. The authority operates two elevated water storage tanks located on Mt. Rock Road and Green Ridge Lane in West Pennsboro Township and a wastewater pump station. The Authoriy owns the Laughlin Mill and the adjoining spring houses along Laughlin Mill Road. The Authority owns and maintains over 20 miles of underground water and sewer lines. Testing laboratories are operated at the Cool Spring Water Treatment Plant and the Newville Wastewater Treatment Plant, respectively. The Authority employs two licensed plant operators: Operator in Charge Joseph Lehman and Assistant Plant Operator Kevin Page.
The Authority is subject to monitoring and regulation of the Pennsylvania Department of Environmental Protection and U.S. Environmental Protection Agency. The Authority has received numerous commendations over the past several years from the PA DEP for water analysis and monitoring.
The Borough Manager Fred A. Potzer oversees the operations of the Newville Water and Sewer Authority on a daily basis. The Borough Secretary/Treasurer Sherry L. Hershey is responsible for all water and sewer billing.
The Authority employs a licensed professional engineer William F. Hill, P.E. to provide the necessary technical expertise to the Authority. Mr. Hill has been employed by the Newville Water and Sewer Authority since 1996. He is a certified wastewater treatment plant instructor and his firm, William F. Hill and Associates serves numerous municipalities and municipal authorities throughout South Central Pennsylvania.
The Authority Solicitor William W. Thompson has been associated with the Authority for approximately four years, although his firm Salzmann Hughes, P.C. has served as the Authority Solicitor since 1995 when the Authority appointed G. Bryan Salzmann as legal counsel. The Salzmann Hughes firm specializes in Environmental Law and employs a staff of lawyers and paralegals with special expertise in all facets of municipal and environmental law.
