Chief Randy L. Finkey is in charge of the Newville Borough Police Department. Other members of the department include: Officer John Szczypta, Officer James Patterson, Officer Todd Forney and Officer James Swartz. Judy Bersito serves as the Police Clerk and CSO Donald Kail serves as Parking Enforcement Officer.

In accordance with the Borough Code, Mayor John E. Gatten is in charge of the Newville Borough Police Department. Prior to serving as Mayor, John served for many years as a member of Borough Council and more importantly, as Chairman of the Council Finance Committee and Chief Administrative Officer for the Police and Non-Uniformed Pension Plans.

Chief Randy Finkey is a life resident of the borough and is retired from the Pennsylvania State Police. Prior to his retirement, Chief Finkey was stationed at the Newville Barracks of the PA State Police which is responsible for patrolling the Pennsylvania Turnpike between Bedford and Highspire. Chief Finkey is well recognized throughout the Cumberland County law enforcement community.

CSO Donald Kail supervises three other Community Service Officers which include William Morrow, Albert Adams and Kenneth Walker. Vicki Negley serves as the Police Clerk.  The Community Service Officers enforce borough ordinances, provide assistance to sworn personnel by handling traffic, crowd control and parking meter enforcement. The Community Service Officers provide security at all borough events including parades and fairs.

In addition to serving the Borough of Newville, the Newville Police Department provides contracted law enforcement services to the following entities located in West Pennsboro Township: the Big Spring School District, Green Ridge Village, Saylor's Market and the MGM Pharmacy. Contracted police services in North Newton Township are provided to the Newville Elementary School.

Both the Mayor and Chief of Police are quick to point out that the Police Service Contracts maintained by the police department generate a combined operating revenue of $54,186. In 2005 the total operating budget for the police department will be $124,089. The police service contracts provide an operating subsidy equal to 44% of the total department budget, leaving borough tax dollars to fund only 56%. The Pennsylvania Department of Community and Economic Development has commended the Borough Council for their innovative approach to funding police services and the Pennsylvania Economy League uses the Newville Police Service Agreements as examples to other municipalities statewide who are exploring the concept of contracted police services.
