BOROUGH ORDINANCE QUICK REFERENCE
GUIDE
- HIGH GRASS and WEEDS:
- Ordinance 2002-03 prohibits
high grass and weed growth on any property in the borough in excess of
twelve (12) inches. The penalty for the first violation is $50.00; 2nd
violation $150.00; 3rd violation $300. The borough may also have the high
grass or weeds cut and removed and asses the property owner the full cost
for the work, along with an additional 25%.
- SNOW REMOVAL:
- Ordinance 1995-01 requires
the removal of snow and ice from sidewalks within the borough twenty-four
(24) hours after a snow or ice event. Sidewalks must be cleaned to a width
of 18 inches in order to provide for safe passage by pedestrians. Residents
may not throw, shovel, blow or plow snow onto a borough or state roadway.
- CURFEW:
- Ordinance 1980-57 requires
youth under the age of 16 to be off the borough streets and alleys by
10:00PM each night.
- SMOKE DETECTORS:
- Ordinance 1995-3 requires
that a battery operated smoke alarm be placed on the inhabited floor within
rental properties. Borough residents are strongly urged to maintain working
smoke detectors upon all floor levels of the home.
- DANGEROUS STRUCTURES:
- Ordinance 1988-3 sets forth
a basic property maintenance code for all structures within the borough
and provides for the removal of hazardous structures after proper notification
is given to the property owner.
- ANIMAL CONTROL:
- Ordinance 2001-06 provides
that the owners of cats and dogs must keep their pet under control at
all times. Pet owners are required to clean up after their dog or cat.
There are procedures within the ordinance to deal with barking dogs and
other animal nuisances. The penalties for violation are: $50 - first offense;
$150 - second offense; $300 - third and subsequent offense(s).
- JUNK VEHICLE - ACCULUMATION OF
JUNK and RUBBISH:
- Ordinance 1992-2 prohibits
the storage of junk vehicles within residential zone districts and the
village district of the borough. Property owners must keep their properties
clean and free of junk and debris. Penalties for violation may range up
to $300, including the cost to remove and dispose of the junk and rubbish.
- PARK HOURS:
- Ordinance 2004-07 establishes
the hours for the Community Park on West Street to be from sunrise to
sunset daily. Violators will be arrested by the Newville Borough Police
Department.
